some people who now would file a 7, won't file anything. those companies will not be stayed from chasing them. their debts will not be discharged. they will collect something in some cases.
some people who now would file a 7, will file a 13. those companies will will collect something in some cases.
some people who now use credit cards figuring they will not or may not pay for the charges, may not incur some of those charges they ultimately don't pay.
while the individual cases won't amount to much and there will be time, effort and expense put into collecting, in the aggregate substantially more will be collected.
How much of the net increased collections will go to profits?
How much of the net increased collections will go to lower interest rates?
How much of the net increased collections will go to lower nuisance charges?
How much of the net increased collections will go to benefits for cardholders?
How much of the net increased collections will go to benefits for merchants?
