The second reason is the people that governed the USSR during that period seemed to have some sanity as did the people that governed the US. I used the word seemed because one would never know for sure.

In the late 50's in the US and the early 60's in the USSR there were still plenty of high ranking officials proposing nuclear war. Sometime around then the top brass saw the light, and from then on it was quite clear to all parties that nuclear war is won by not fighting it ("in the nuclear world, the enemy is war itself", to quote a memorable line from the movie Crimson Tide.)
