I agree with you that ILA is different than other regulated utilities in that its brush with trading and IPP has destroyed its stock price. I doubt that it's a 10 bagger though. My estimate is that it will years before it goes much above the low teens, so it's a 3, maybe 4 bagger. Lots of equity has been destroyed at ILA by management stupidity and greed. The good news is that management seems to have come it its senses -- by necessity. I have a good size position in ILD, the bonds, and a modest ILA position.

I also agree with you that Teco is another victim caught in the IPP debacle and is now at very attractive levels. I think I'll start nibbling. Please add it to the portfolio.
