There is an arm's race brewing in Asia. If you want to know how our policies are understood in China, and how they influence their commitment to higher levels of military spending, ask the Chinese leadership. They are watching us very, very carefully to see the direction of our policy on regime change. What we are doing right now is strengthening the support for a rapid build-up of the Chinese military. This would happen to some extent no matter what we do -- but the degree of the build-up and the willingness of the Chinese to use their military hangs in the balance.
