Electrical emergencies are not irrelevant events during the CA electrical crisis. The emergencies are examples how poorly the CA energy markets were operating in 2000. The shortages were associated with very high electricity prices that were the reason, that by January (BEFORE THE BUSH PRESIDENCY) the California State Government (DWR) had taken over electricty purchases for the State. Further, during the summer, a Stage Two emergency would often trigger power shedding programs in the State. This means that a number of large commercial (schools, hospitals, or corporate campuses) users were asked to remove themselves from the grid (to keep the system from having to trigger rolling blackouts). By 2001, I'm sure that no one in that program volunteered to re-enter the program. To say they are not relevant is like saying a heart attack is not relevant to someone's health unless it results in death.

Further, you mention one rolling blackout in 2000 (Clinton President), and five in 2001. I have shown you that there were possibly 3 rolling blackouts before (Jan 17, and Jan 18th - Before Bush), and the day after (Jan 21) Bush was sworn in.
