Nations such as Cuba, or North Korea, or Iran, or Libya will would jump at the chance to create a reign of terror. For instance, right before the 9/11 attack against America, Castro said, in Iran, that "between Iran and Cuba, they could bring America to it's knees". Shortly thereafter America was attacked.

What is keeping the rogue nations of the world, for creating a reign of terror? Well, it's not policies of weakness that are suggested by the likes of Clinton and Gore. It's America's might, and the willingness to use it, that keeps rogue nations at bay.
