The president helps set the agenda in congress. If congress was a monolithic bloc the president would have little power in terms of legislation but it is not. Also the president has a lot of influence over regulations.

My main point however is that as long as they avoid totally screwing things up neither the president nor congress is likely to have a lot of influence. There is only so much they can do to help, there is a lot they can do to hurt.

So the president can take a leadership role, as Bush did on
the tax cuts, and under normal circumstances, he may be able to affect the economy in that sense.
