We tend to presume that a higher standard of living, including medical care and education, makes people better off. I suppose that it is possible for people to be happier when they are more disease- ridden, ignorant, subject to famine, without amenities like electric lights or radios, sunk in bucolic idiocy, as Marx said, but I would not cut off foreign aid on the premise that that was so, nor is it an intelligent response to the higher living standards prevalent among most longstanding former colonies.......
