There was no law against those other day parts because there is no or little residual value in owning the programs.

In the case of sports the ownership rights remain with the licensors (the major leagues, Professional Golf, etc). With prime, off-network syndication is a possibility. The law was intended to keep restraint-of-trade leverage away from the networks, so that scheduling the shows would not hinge on network ownership. Syndication is where the money is.

Now with the proliferation of competitive outlets the rules have been relaxed some.
