Answer -- My advice -- follow correct procedure. In a bear market correct procedure is to be out of common stocks. In a bear market values diminish through time. If you wait, odds are your stocks will be worth less. As far as taxes are concerned, if you hang on to your stocks, after a while you won't have any tax worries at all.
