Yes, that's exactly right, that paragraph is only about that petition. I'm not even arguing the petition was a good idea. Politically it may well have been a mistake. But I genuinely understand the frustration that went into producing it.

What's wrong, again, with Summers speech is not that he would not honor the petition, nor that he publicly stated he would not do so. Presidents do these sorts of things all the time and they should. What is wrong is to call the petition and thus the petitioners, anti-semitic.
