That's problematic. Bush said he knew nothing and neither he or anyone else could imagine what might happen. In spite of being briefed prior to 9/11 that such an attack could happen, he still couldn't imagine it. [If that's true, it gives you a hint as to how bright this guy is...my opinion of what it takes to graduate from Yale is substantially lower than it used to be...I predict, one day there's going to be a book on this President titled: Bush: The Right Stuff, Daddy's Money]

Sorry, I digress, If Bush knew nothing, what's to classify, a blank page of paper? What Bush knew?...."blank", stamped, Top Secret - SI.
