FERC MAY REQUIRE CERTIFICATION OF PLANT OUTAGES

An official with the FERC says owners of US power plants and transmission lines may be required to certify that plant outages which impact market prices occur due to legitimate reasons. The California Public Utilities Commission recently blamed several power plant owners for scheduling unnecessary maintenance work at a time of high demand during the state's power crisis of 2000-01. William Hederman, director of ther FERC's new office of market oversight, tells an energy conference that the agency is considering a new requirement to have plant managers take ''personal responsibility'' and certify that an outage was for a legitimate reason.
