Larry - I mentioned it out of frustration with those who think legislative fiat and judicial creation of law will prove that Californians were the victims not the perpetrators of their own problems. I believe one of the final laws of desperation was that all production had to stay the same in the book. Then all needs would be met via legislative fiat. The whole thing is sorta like a metaphor for watching Algore try to legitimize himself!
