How about by Feb. 2003?

Bush needs to clear the obstacles and get the support to launch, if need be, during the "winter" months. Of course Saddam may just avert the entire war by getting in line and giving up on his WMD efforts.

That would be entirely fine with me. Giving up WMD, and arresting some Al Qaida would be a signal that Saddam got the message, and the war could be averted.

Joe, this administration has made every effort to link Saddam with Al Qaeda. However, both US and British intelligence say that is just not true. In the dossier released yesterday, British intelligence states the only evidence of Al Qaeda is in the Iraqi north with the Kurds who bitterly hate Saddam. Again, according to British intelligence there is no direct link between Saddam and Al Qaeda, and apparently, US intelligence backs up that statement.

That doesn't change the fact that Al Qaeda is in Iraq much like other Muslim countries and poses a problem. The only difference is that Saddam has no more control over Al Qaeda then we do.
