Larry, until it crosses the 20-EMA, it's not a confirmed bottom.

The 20-EMA is at 33 on the BPCOMPQ.

Check out the whip-saws in Oct. and Nov. of 2000 on that chart (below 30 again)

Larry, also note these trendlines, and how much time the RSI spends in oversold territory on real bottoms:

I don't believe you can take the absolute values and make a determination. You need the 20-EMA cross to confirm. As you can see from the trendlines I drew, we could kiss off the 20-EMA and reverse.
