this only effects people that are kinda screwed to begin with and all they are doing is charging them more money to cash out, which should just quicken the default process for those select few.

Say they get charged an extra $1000 to do the cash out, all that means is if they had a $3000 mortgage payment to make, they default a month earlier. No biggie.
