Greenspan is doing his best to "restore confidence" (=keep consumers borrowing, and keep investors in the market). He is very worried that he's done everything he can, and it might not be quite enough. So all he can do now is talk, telling us, "let's all get a little of that old Exuberance back, and not worry for now, about whether it's Rational or Irrational."
