You conveniently skip over the confusion created by a year of the Bush/Cheney regime change policy. Powell is weighing in on this for the first time as a way to get the Administration out of the box that Cheney put them in -- a box that is a lose-lose proposition. Unfortunately, Polwell will have a hard time doing that as evidenced by the quote I posted. Nobody wants to be associated with Cheney's GOAL of regime change. Powell will do his best to try to reframe the issue. He has some credibility outside the US and might pull it off. Cheney can't -- he has no credibility outside the US.
