I am not saying that anyone would strike, but what I did say was that the just accepted compromise because of some traitor republicans does not give the preseident what he says he wants the same authority he enjoys with other agencies to exempt workers from collective bargaining rights when national security is involved.

So that means the collective unit can strike if they wanted to.

And that is saying the same as Daschle when he says that if the new department doesn't get collective bargain rights, then Bush will fire all the democrats. He said that.
