When it comes to national security, I don't think the secretary needs to consult with the union goons to see if it is ok to send some people to investigate a terrorist attack. He should have carte blanche in terms of sending who he wants to where. There is no advantage to this, that would necessitate the delay of creating this department. Bush is damned clear, he is not going to sign it. The House is not going to accept it. It is dead in the water right now. The unions won nothing for their members, and America suffers a tremdous blow in our efforts to protect ourselves, something that should be even made all the more clear and important after recent testimony on the intellience failures.

I think it's even simpler, the Repblicans make totally unreasonable demands to keep the Democrats off the subject of Bush's taxes and Cheney's stockholder fraud. It seems to work. The Democrats would be much smarter to just ignore the subject until after the election. Junior will change his toon soon enough.
