After a second mass assasination of USA citizens at the WTC, yes, it sounds like a good time to take some action imho.

Abu Nidal was in Iraq. He is dead now, but I believe he was there as Iraq's guest.

That seems like plenty of evidence already, and I'm not even in any security organization.
