My personal opinion, 9/11 would not have happened if there were not gaps in intellingence between US agencies, and amongst US agencies and allied agencies.

finger pointing now, is a waste of time and energy. we got to move on.

It already has been implemented.

The US got involved in a nasty little conflict in Vietnam. After getting our fingers burned there, we pulled out and became "isolationist" with regard to South East Asia. It's only a matter of time before we do essentially the same thing in the Middle East.
