To me, partisanship goes hand-in-hand with obstructionism, and Bush has been the least obstructionist of any conservative I have seen, save Colin Powell.

Tenchusatsu, it depends on your perspective.

His recalcitrance in following typical diplomatic procedures in regards to Iraq, and his stretching of the truth in order to get what he wants would be considered obstructionism by those who believe the truth and following normal procedures is important.
