Not sure which 'John' you meant :-), but I will try:

First less than 1% of all the wars fought have included Americans so I fail to see the exclusivity argument.

Today we have a technologically and logistically superior military. The same critics who are lambasting the administration for not pre-venting 9/11 are saying that pre-emption is immoral. What's really immoral (or at a minimum conveniently inconsistent) is their argument.

If a critic of the Bush/Blair philosophy were willing to argue that pre-emption is by definition immoral and were willing to admit that such a policy could produce more 9/11's (since we can only react), then they would have a moral (and consistent) argument.

The trouble is no politician could argue such a policy to the public and survive - and the administrations opponents know it.
