That's a complex question.

Let me answer it sideways.

When I was developing the school curriculum, we built in a provision for activities that presented "safe danger." That is, kids need to be exposed to situations of danger, but they need to be protected too. That actually can be done.

I think students need to be encouraged to engage in acceptable rebellion. They need to learn that rebellion is an integeral part of what it takes to keep a society free. But they have to do it in appropriate ways -- i.e., not by shooting up schools.

IMO, dreadlocks are an example of safe rebellion. They have to be discouraged, or they aren't rebellion, of course. But students shouldn't be kicked out of school for them.
