Nidal would have been the deus ex machina that would have totally changed the picture (world opinion)

My guess is that Nidal's revelations played well among professionals, but carried no weight among politicians. He was too tainted. Maybe over time his revelations would have been corroborated and vetted, but no politician would risk his career over allegations by Abu Nidal.

So what you are arguing is that by killing Nidal publicly Saddam sent a message to others who would double-cross him? That makes sense, too.
