Well, nothing confuse here. The trick is 3G, the name.

Right now China is still, officially, not making the decision as for what to be used as 3G. So as far as 3G concerned nothing is decided yet.

And that's why CDMA camp in China is intentionally calling 1x as 2.5G to avoid running into the "policy".

However that doesn't mean that CDMA won't be used, as long as you are not claiming you are using it for 3G:-)
