Exactly. Saddam's neighbors fear war and its consequences more than they fear Saddam. They fear both, I suspect, and are just pursuing more of the status quo as the best thing for them in the short term. But we're paying for the status quo, both its costs and its bad results, and we don't intend to continue acting against our own interests. Especially as the costs of inaction now are so likely to be catastrophically expensive in a few years.
