officials linking Washington's relations to Arab allies to their cooperation against groups deemed as terrorist and their standing on democracy and human rights.

Bush announced in his speech to Congress that we were going to do this. A year later, State initiates action. Jeeez!

Better late than never at State. Someone make em a bumper sticker.
