Chartcraft Commentary:

"Bears and Bulls now deadlocked at 38% Advisors getting a little more nervous as the Dow plunged below its July low, but it did turn up immediately after that and closed above that levels. NASDAQ continues to be the weakest link as
tech stocks like Cisco move to new lows and the Tech holders continue to be disillusioned. The Fed rate cuts starting in January 2001 have made many reluctant to “fight the Fed”, and only in periods where “fighting the Tape” takes over do they increase their bearishness. Bear markets do not normally end until the % of Bears moves to 59% or so and we are nowhere near those levels.
We continue to look for a near term rally of more than 20% to the end of the year followed by lower prices next year."
