Correct. I guess the important question is "how to we ensure adequate conditions for successfully pursuing terrorism", which, after all, promises to be a long, long war. A smaller question perhaps, but related: will prolonged urban warfare in metro Baghdad ignite simmering resentments and opposition to the US in parts of the World we care about? Can that be turned against our interests. If so, then we must attempt to make smart, successful policy choices.
