That is not how the IOC makes their decisions. It is a contest to see who can best make the IOC board members best feel like gods. Not bad work if you can get it. Still, since Salt Lake, there have been rule changes and Bloomberg and Clinton violated them. They will do anything, including breaking the law, to get reelected.
