Because General Chomsky ordered them to be there in full dress uniform. However, in some of the photos, I definitely saw some protestors who were less than completely filthy, some people whose tatoos seemed artfully done, some with discreet body piercings, and even some who had the glue in their dreadlocks obviously wearing off. All I can say is, these soldiers should be ashamed.
