No, not all of your plumber's behavior is properly subject to your scrutiny. However, you are an interested party in a matter where his honesty as a businessman is called into question, and if you are not satisfied that he has made adequate explanation, you will not hire him again. If he wants to ply his trade in the community, he must answer to the community when his integrity is the subject of discussion.

Of course, there are dilemmas involving confidentiality or balancing the interest in clearing the air against the interest in keeping a secret. In such a case, one has to weigh professional responsibilities, or consider which path will produce more harm overall. And people should consider the possibility that there are legitimate reasons that one holds one's tongue. But it is too easy to use it as an excuse where there is none in reality, so much will depend on one's overall view of the person, in supposing there is a "deep reason" not on the table.......
