I'm not sure anything can be done to stop it.

Here we take abused children away from abusive parents, put the children into foster care, and put the parents in jail.

One reads horror stories about the foster care system, but I have interacted with a number of people who grew up in foster care and thought it was better than living with abusive parents.

Most abusive parents had abusive parents, themselves. There is a never-ending cycle of abuse, passed down through generations. Stopping the cycle of violence is possible, but the children are almost always psychologically damaged no matter what.

But growing up in a stable environment with foster parents is ultimately better than being abused by the very people whose duty it is to protect you.

The courts do try to find other family members, like grandparents, to take care of the children when it is possible.
