Unforunately, the present regime in Iraq probably, (almost certainly), will not cooperate with something in between.

Seems to me that the combination of containment and massive deterrence has successfully managed uncooperative regimes many times before, including several that were far better armed and far more dangerous than Iraq will ever be. The Soviet Union comes immediately to mind as an example.
