I refuse to believe that. That is a very strong indictment against a nation that believes that they are governed by the rule of law. What legal basis, then, do they do this by?

Not after the spies were convicted in Federal court. Ya need a pardon at that point. I'm sure he would have given one if the Israelis had been willing to pay the going price.

We used to do that with the Soviets all the time. There were no pardons, we exchanged spies, we made deals, there's no pardon involved.
