Steinburg's analysis in the Jerusalem Post makes a lot more sense. He says, same strategy as before, perhaps the timing was off this time:

Personally, I file these claims of "aw shucks, we were just doing reform and you stopped it and made people rally 'round Arafat again", in the same bucket as "we were just going to call a real cease-fire, honest". In short, all hooey. The Pals were rally round Arafat during moments of siege and defiance becaue they're political idiots, but then when he is left ever weaker in the rubble, his support will continue to diminish. Nothing could be better for the prospect of real Palestinian reform than weakening and destruction of Arafat as a political force.
