No coincidence at all. Saddam doing his best to save himself with Iraqi assets. Everyone can be bought for a price. With $3 to $5 trillion in oil assets, Saddam can buy a lot of protection.

The trick here is not to give away too much. Something must be left on the table for the British and, especially, the Americans. Otherwise, they have further reasons to attack Iraq to rewrite the previous agreements with Russia, France and China.
