What's a "no idle clause"?

It's where all cars have "neutral" removed from the gear shit. That way, no cars can just sit there and idle.

It's a clause that prohibits management from idling all of, or a specified amount of, car factories. If you notice, there has been very little idling of factories. They've been closing them, but very little idling has been going on. It's one of the reasons the car makers have been jamming this 0% crap...they have masses of continuing inventory that they have to keep moving.
