Nadine, Either Roosevelt. I dunno, even FDR couldn't lead us to war until the Japanese had bombed Pearl Harbor, which in those innocent days was sufficient to convince all doubters. Hitler's destruction of European civilization was insufficient motive for involvement. And one shudders to think of the geopolitical result of an Axis-ruled Europe, an Axis-allied Mideast (the Mufti would have got his wish and brought the Final Solution to Palestine), and a pulverized USSR.
