Excuse me but I believe Citicgroup should be in no position to negotiate at all. They did break the law.

"But getting a quick settlement may be easier said than done. Citigroup has made it clear that it will agree to the changes in its stock-research practices only if the SEC can convince other firms to go along, and at the moment, Wall Street appears to be divided on the subject. In addition, the proposal is still a work in progress, and various aspects could change in coming days."
