"We were in the war years before the Maddox." Not only were we not in the war as combatants until the Maddox, but officially we never entered into war because there was no Congressional authorization for war in Vietnam -- it was a "police action". It is highly relevant to the situation in Iraq because we are now on the verge of a war with Iraq and the basis for entering into war has a lot to do with the outcome. People's lives are on the line, not to mention our national interests and the fabric of international institutions and institutional arrangements which shapes the world we live in.
