the behavior of other countries, notably India and Pakistan, or Israel for that matter. I think the document that the Admin released lays out the basic strategy for what we want to accomplish. Most of what is in there is the way we really have been running it anyway. It has just not been spelled out. Is there anything specifically in it that you would want to see them modify or change? I have seen several comments, like the one you made, asking how our strategy would affect other countries. That is really up to them, isn't it? We are not going to be arrogant enough to tell other countries exactly how they should run their FA.
