Doesn't the relative value of the stock market figure into their "strengthing dollar" scenario? Why would they strengthen the dollar and at the same time allow the market to go to hell? One affects the other...

I do not understand your statement: "cost to develop still exceeds the opportunity..." At what point do they decide that the 'cost of waiting' creates more problems than it solves?
