In a move designed to end the controversy over the Prince’s lobbying of ministers, St James’s Palace confirmed that he had written to Tony Blair absolving Downing Street of culpability. The move reflects the influence of Sir Michael Peat, the new Private Secretary to Prince Charles, who until last month was the Queen’s treasurer. He remains one of her most important advisers. Sir Michael helped to draft the letter, in which the Prince acknowledges that one or some of his friends had been indiscreet about his strong views on the proposed foxhunting ban. A Sunday newspaper reported that in the leaked correspondence the Prince sympathised with the view of a farmer in Cumbria, who said that farmers were more discriminated against by the Government than black people. St James’s Palace declined to be drawn on which friend of the Prince of Wales was responsible for the disclosure. The finger of suspicion had pointed at Elizabeth Buchanan, an assistant private secretary at St James’s Palace, who advises the Prince on rural affairs. The Prince has assured Miss Buchanan, a former employee of Conservative Central Office, that he does not think she leaked the information and that her alleged role remains entirely unproven.
