Attach this to my last post and i pray to God they are smarter than this.

The fed cannot drive the market if you drive funds into certain stocks you are decreasing the ability of the free market to determine the value potential of the stock. If the FED did drive funds into selective quarters they are actually inflating the value and in doing so creating a larger problem for business to increase their value. This puts huge stress on companies as how can you meet tomorrows terms when today's inflated price is already beyond projected profit. De FED would be literally setting up a currency collapse in value if they tried that one.
