An apology suffices, as it acknowledges fault (at least negligence). An explanation is primarily a way of showing that it was unavoidable. Sometimes, an apology and an explanation make sense, to express regret over whatever inconvenience might have been caused, but show that it was a matter of circumstance. This shows one's frustration at not being able to make the schedule........
