When France attacked New Zealand, they started the war.

The incident you speak of could very well have been a casus belli. New Zealand certainly had the right to turn it into one, if it chose, but it was clear that France did not intend further hostilities.

When our WTC was bombed in 1993, we did not turn it into a casus belli. When the Khobar Towers were bombed in 1996, we did not turn it into a casus belli. When the USS Cole was bombed in 2000, we did not turn it into a casus belli.

Finally, in 2001, when the WTC and the Pentagon were bombed, we decided that the only way to end the attacks was war.

The plane that went down in Pennsylvania was intended to destroy the United States Capital building, for Christ's sake.

How much more are we supposed to take? How much more would you take? These are rhetorical questions, because the answer doesn't matter.

We're mad as hell and we aren't going to take it any more.
